From the President

Welcome to this month's e bulletin.

From the moment I first put on the presidential robes at the AGM it has felt as though public health has never been out of the news. As the new UK coalition government gets into its stride, everyone at FPH is working hard to keep in touch with your thoughts and concerns, to influence the new ministerial teams and to make sure the new policies really do improve health.

The proposed Public Health Service for England is a good
example: it could be the powerhouse of a vibrant public health system in which local authorities, businesses, the NHS and the third sector all play their part - or it could become a poorly resourced, distant silo.

There's a lot to play for, but I've been encouraged by the Government's enthusiasm for public health and I'm optimistic for the future. To help us lobby and contribute effectively on your behalf we need to know what you really think. You'll be receiving a survey from us next week; please do fill it in as soon as it arrives and please do join in the discussions we've asked your local board members to lead between now and the board's awayday in September.

We'll also be putting a lot of effort into our wider advocacy work with central government over the summer, picking up on all the opportunities available to make our views heard.

FPH news

Royal College status update

At the FPH Annual General Meeting on 7 July a resolution was passed by the fph members authorising the FPH Board to petition for the grant of a Royal Charter of Incorporation. The formal petition will be submitted to the Privy Council in due course and members will be informed of the outcome of the petition.

Thank you to members who responded to the recent membership consultation on the governance documents for the proposed new organisation.


Seeking a New Chair of Mental Health Committee

The FPH Mental Health Committee is currently seeking a new chair. If you are interested, please email Hannah Pugh for the terms of reference. Please state in 500 words why you would be suitable for the role by 31 August. Candidates will be informed by 7 August.

Membership survey on Government White Paper

On Monday 2nd August, all members will be emailed by Professor Lindsey Davies, President, inviting them to participate in a survey which will inform FPH’s response to the Government White Paper, Equality and Excellence: Liberating the NHS. Please look out for this email and the link to the survey. It is vital that you respond so that the voice of public health can be heard. The survey will run until 2 September.


Distinction and Honorary Membership and Fellowship round 2011

The Distinction and Honorary Membership and Fellowship round is now open. Fellows can nominate candidates by downloading the guidance and forms from the website. The closing date for application is 30 November 2010.

 


Hong Kong college signs new exam contract

The Hong Kong College of Community Medicine (HKCCM) has signed a new contract for Part A MFPH and Conjoint Part I examination with the Faculty of Public Health (FPH). On the 15 July 2010 FPH hosted a visit by Dr Mak Sin Ping, President of HKCCM, to agree and sign the contract. The signing of this agreement builds on the firm relations FPH has had with HKCCM for more than 10 years. As part of the visit Dr Mak held meetings with key members and observed the July Part B (OSPHE) examination.

Annual Conference

Thanks to everyone who attended the FPH annual conference at Imperial College on July 7th. We had a great turnout, one of the biggest ever, and lots of good feedback. It was obviously a coup to get Health Secretary Andrew Lansley to give his first major speech on public health at our conference, but other sessions also delivered some good debates. The last session Where Does The Axe Fall – an interactive debate on the cuts – kept attendees glued to their seats until the very end of the day. Annual Dinner, Awards Ceremony and Public Health Lecture

Health, Culture and Scotland: New Challenges, New Opportunities

How can the public health community identify, promote and secure the changes that are needed to improve Scotland's health? How might the recession affect our thinking? How can we better understand and influence the effect on health of cultures in Scotland? And how can we impart the importance of the early years in improving health and tackling inequalities?

These are just some of the questions to be explored in this year's programme on 11-12 November which will feature keynote presentations from influential national and international speakers. Additionally, as in previous years, the organisers welcome oral and poster abstracts with a particular focus on early interventions and improving health. They are also keen to hear about new and exciting work happening within the public health community.

Public Health Service should focus on mental health and offending says Centre for Mental Health

The Government’s proposed "public health service" should have improving mental health and reducing crime among its major national priorities, the newly-named Centre for Mental Health has said.

In a policy paper, Public Heath and Criminal Justice, the centre concludes that offending and mental ill health often have the same causes and that directors of public health will be in an ideal position to reduce the risks of both within their local communities.


Paediatric surveillance study on lead

Public health interventions have succeeded in removing most sources of lead from the environment, however a small proportion of children continue to be exposed to harmful levels of lead, usually in the home.

A paediatric surveillance study of elevated blood lead levels in children, led by Dr Ruth Ruggles at the Health Protection Agency (HPA), aims to address this lack of information. Surveillance will be undertaken through the British Paediatric Surveillance Unit (BPSU) and involves paediatricians, clinical toxicologists, and laboratory networks.


Basic Statistics and Epidemiology – a practical guide

The third edition of this book by Antony Stewart, Professor in Public Health, Staffordshire University, has been published by Radcliffe Publishing, priced £23.99 in paperback.

This straightforward primer in basic statistics emphasises its practical use in epidemiology and public health, providing understanding of essential topics such as study design, data analysis and statistical methods used in the execution of medical research.

This new edition is substantially revised and includes entirely new material on statistical power and sample size.


ACCEA Announces Dates for the 2011 Round of Clinical Excellence Awards for England and Wales

ACCEA expects the 2011 round to open on 1 September 2010. FPH guidance will be available for those seeking FPH support by that time. FPH has now set its own deadlines in order that applications can be read and submitted to committees, ranked and citations uploaded to fit with the ACCEA submission deadline of 10 December 2010. No applications, citations or ranked lists will be accepted in any circumstances after this date.

  • Applications for FPH support at platinum level will close at 17.00 on Friday 15 October.
  • Applications for FPH support at bronze, silver and gold level will close at 17.00 on Friday 5 November.

Full details will be released in due course when ACCEA guidance has been updated. The results of the 2010 round should be released in July.


Scotland Announces New Scheme for Distinction and Discretionary Points

Following a review, the clinical excellence awards framework in Scotland will now be known as the Scottish Clinical Leadership and Excellence Awards (SCLEA). The Scottish Advisory Committee on Distinction Awards (SACDA) will be replaced by a new body called the Scottish Advisory Committee on Clinical Leadership and Excellence Awards (SACCLEA). Some changes will be made to the discretionary points scheme and six domains have now been introduced both locally and nationally.

New guidance and dates have not yet been released, but FPH will inform members when they are. In the meantime, an outline of the main changes can be viewed online.


Northern Ireland Clinical Excellence Awards Scheme 2011

Details of the 2011 round of clinical excellence awards in Northern Ireland have been released. Self-nomination is the only method of application within the scheme. Consultants who have at least three year's experience at consultant level can apply for a local award, and, for higher awards, consultants must have achieved a minimum of four local awards to become eligible.
